In the 1990s, a company managed by one Dick Cheney [Halliburton] is hired by the Iranian government for economic futures advice. Their advice: to develop their next greatest resource after oil, radium; i.e. their nuclear energy industry. Cheney becomes vice president and next a leaker within the Defense Intelligence Agency, Chris Mellon [of the fabulously wealthy Mellon family], lets purposely leak that Iran has nukes [this is back around 2000-2002 period]! As a signatory to the Nuclear Non-Proliferation Treaty, Iran HAS THE LEGAL AND LEGITIMATE RIGHT to develop a nuclear program. Understood? Great book. [But Iran still hasn't signed the WTO's Financial Services Agreement - - might that be the problem?]
