I couldn't understand the plot, or its unravelling; there are numerous out of the blue scenes of violence, and many other scenes that just abruptly ended.

Seijun Suzuki, a creative director, was forced to make low budget B films. Instead of making typical gangster films, to keep himself interested he developed what I would call gangster art/parody films. The low budgets resulted in scenes with lurid hues, exotic architecture, and very spare (low-cost) interiors with mind blowing color combinations. To appreciate the creativity of Suzuki, one must realize that some of the craziest gangster scenes in today’s B action flics are influenced by Suzuki. Do not take this film seriously. If you try, you will not like it at all. In just a year or two after this film, Suzuki was blacklisted from making Japanese films because the bosses could not get him under their leash.

Cool flick about Japanese criminal underworld. Lots of closeups of gangsters wearing shades. Also lots of scenes of '50 Tokyo (including vintage cars - before the Japanese auto industry took-off).
Hold on!
The 2nd half (about chapter 6/7) this film devolved into a wannabe Eastwood / Spagetti -Western. Our hero, Tetsu, rambles around Japan and just bums everyone out. It's a total mess! So many factions want Tetsu dead it's hard to keep track of them and the plot. Meanwhile, Tetsu whistles and sings (Sinatra-style) like this, somehow, intimidates his many would-be assassins. It's ridiclous!

A low budget 1966 Yakuza film with a singing tough guy, a loner whose loyalty to his boss was paramount until ... Nice details from wiki:
